SpiceTheCat posted this back on page 6:
It seems the +2 thing for the US is standard for tournaments. See BGG thread.

Fair enough. We can incorporate it from round 3, if it's generally requested.
We had a good discussion about balancing (and a survey courtesy of SleepingGiant), and then Spice posted on page 12:
In terms of the tournament rules, I'm not going to make any starting VP or bidding rule changes for round 2 at least. Ignoring the defaults, the win ratio is currently 5-4 in the USSR's favour, so given our collective lack of expertise, the imbalance probably isn't having much practical effect at the moment.
Has anyone started a game with balancing for the US side yet? If not, I'd suggest that we do Round 2 without it. Since 8 games will be played with swapped sides, we'll have more data and can decide then for subsequent rounds.

Invite sent to @Cgareth. No response. I'm not sure he/she is still playing.

Invite out to private prinny. Since he is a lowly private and I am a commander in chief, we should just dispense with formalities and declare me the winner.....right?

Oh well....

I created a game with Empt yesterday and this morning got a notification that it was ready...with a different player. I believe if someone declines your invitation the PLaydek system open the game up and allows anyone to respond. I'll try again.
