Like with other Minecraft enchantments, smite is randomly generated at an enchantment table. You need two diamonds, one book, and four blocks of obsidian to create an enchantment, and one to three lapis lazuli to power the enchantment table. Once there, you get an offer of three randomized enchantments that you can essentially 'save' to a book. Unfortunately, there is no fail-safe way to create the smite enchantment since it's down to the RNG gods, but the more enchanted books you create, the more chances you'll have to get the one you need.

Smite can help you take on skeletons and zombies, as its main use is to deal increased damage to mobs of the undead. You can stack levels of smite onto your weapon, either a sword or an axe, and every level you add offers an extra 2.5 points of damage, up to 12.5 points in total.
