How do I get more Sailor Piece runes?
All of the Sailor Piece runes in the game are currently rare drops from the Rune Dungeon. You can spawn this dungeon using a Dungeon Key. Then, you face 15 waves of mobs of scaling difficulty. The dungeon has four difficulty levels, and the harder the dungeon, the higher the rune drop chance is. It doesn't look like certain runes are rarer than others, so you have an equal chance of getting any of the available runes by taking on the Rune Dungeon mobs.
