How do I get Universal Tower Defense relics?

You acquire Universal Tower Defense relics through drops for completing tower defense stages. As you can see in the tables above, different game modes offer different relics, so if you're grinding, make sure you select the right stage for the corresponding relic you want. Shirts and pants are obtainable via story mode, while hats appear in the virtual realm.

Relics can also come in different rarities. To get a higher rarity relic, you need to complete a stage with greater difficulty, like Nightmare. It's not an exact science, because you also need to be lucky, but you're much more likely to come across a higher rarity relic in a later stage.
