Changli is a counselor and mentor to the Jinzhou Magistrate, Jinhsi. It is said that Changli is persuasive and patient, and has an excellent talent for leveraging human nature – that is to say, bending others to her will and luring enemies into traps.
In combat, Changli is a feisty character with a very cool kit, with moves on the ground and in mid-air. You can pair her with another DPS to make use of her attack-boosting outro skill, and a resonance skill damage booster to improve her personal damage.
A set of molten rift echoes and her signature weapon, Blazing Brilliance, are the absolute best items you can equip her with.
What’s the best weapon for Changli?
Changli uses a sword as her weapon, and her best in slot is easily her signature weapon Blazing Brilliance. Not everyone has the astrite to get a five-star and their weapon, though, so we recommend some other swords like the standard banner five-star and a four-star.
Note that the percentages in these descriptions are based on a level 90 weapon with no syntonization levels.
Blazing Brilliance | Stat: Crit damage Effect: Changli’s attack increases by 12%. She gains one stack of Searing Feather when dealing damage, which can trigger once every 0.5 seconds. She gains five stacks when using her resonance skill. Each stack of Searing Feather gives 4% additional resonance skill damage up to 14 stacks |

What’s the best Changli team?
It feels like Changli will really come into her own when we get future fusion-using DPS characters – not that Chixia and Encore aren’t already good, but she’s excellent in a duo DPS team due to her fusion-attack-increasing outro skill. To use Changli to the best of her abilities, you want to pair her with a resonance skill damage booster like Yinlin, Taoqi, or Verina.
- Wuthering Waves Encore – a fantastic choice to pair Changli with is Encore, so you can have a double-fusion-DPS team where Changli can buff Encore’s attack when you swap to her at the right time.
- Wuthering Waves Chixia – for those without an Encore, a Chixia – especially with higher wavebands – is an excellent choice. Chixia’s only real downside is that her attacks don’t cover a large area, which Changli can fix with her wide-range attacks.
- Wuthering Waves Taoqi – the third slot of your team could go to Taoqi, who offers resonance skill damage amplification and a shield for Changli, which are key to her surviving and dealing more damage.
- Wuthering Waves Yinlin – Yinlin isn’t just recommended for electro teams. Her resonance skill damage boost, paired with her coordinated attacks and resonance liberation damage boost makes her an excellent support for any DPS, especially Changli.
- Both Wuthering Waves Verina and Wuthering Waves Shorekeeper provide non-specific damage amplification and of course, healing.
What are the best echoes for Changli?
Here are the echo sets we recommend for Yinlin:
- Five-piece set: Molten rift
- Two-piece sets: Molten rift, moonlit clouds
When picking an echo set for Changli, it’s best to aim for a five-piece set of molten rift, or two pieces of molten rift and two pieces of lingering tunes for the fusion damage bonus and attack bonus.
The best main echo to equip Changli with is the Inferno Rider. This echo generates tons of resonance energy, which helps with Changli’s kit and also ups her attack and fusion damage bonus. You can also use the Mech Abomination to make use of its attack boost, and extra bit of on-field damage.
Inferno Rider | Transform into the Inferno Rider and deal three consecutive hits, dealing increasingly heavy fusion damage. After the final hit, Changli (or your current character)’s fusion damage and basic attack damage increase by 12% for 15 seconds. |
Mech Abomination | The Mech strikes enemies in front, dealing heavy electro damage. This also summons Mech Waste to the field to deal more damage on-hit, or that explodes after a short while. After using this skill, Changli’s attack increases by 12% for 15 seconds |

What are Changli’s skills?
Changli’s skills revolve around dealing plenty of fusion damage, both on the ground and in the air. She can also boost your teammate’s damage with her outro skill.
Active skills
Basic attack | Changli performs up to four consecutive attacks that deal fusion damage. After using her fourth attack, she enters True Sight for 12 seconds |
Heavy attack | Holding the basic attack unleashes an upward strike that deals fusion damage. Using her basic attack will release her third mid-air attack |
Mid-air attack | Changli consumes stamina to perform four strikes in mid-air, dealing fusion damage. Using her fourth attack, she enters True Sight for 12 seconds |
Mid-air heavy attack | After holding Changli’s basic attack in mid-air, or using True Sight: Charge, use her basic attack again to plunge to the ground, dealing fusion damage. You can then use the basic attack again to unleash her third basic attack move |
Dodge counter | Using Changli’s basic attack after a dodge attacks the target with fusion damage |
Resonance skill | True Sight: Capture After using her resonance skill, Changli rushes toward the enemy and enters True Sight for 12 seconds. She releases a plunging attack, which deals fusion damage. Capture has two charges, which increase by one every 12 seconds. You can use this skill in mid-air Basic attack – True Sight: Conquest When in the True Sight state, if Changli uses her basic attack on the ground, she releases Conquest. This sees her rush toward the enemy and deal fusion damage, which counts as resonance skill damage. After using this, the True Sight state ends Basic attack – True Sight: Charge When in True Sight, if Changli jumps or uses her basic attack in mid-air, she releases Charge. This causes her to rush at the enemy and deal fusion damage, which counts as resonance skill damage. After using this, the True Sight state ends |
Resonance liberation | Radiance of Fealty Changli deals fusion damage to nearby targets and gains four stacks of Enflamement. She also enters the Fiery Feather state. You can cast this skill in mid-air Fiery Feather When Changli uses a heavy attack, within ten seconds her attack increases by 25%. Fiery Feather then ends |
Passive skills
Intro skill | Changli appears in mid-air and attacks the target while entering True Sight for 12 seconds |
Outro skill | The next resonator’s fusion damage increases by 20%, and their resonance liberation damage by 25% for ten seconds, or until they leave the field |
Forte circuit | Heavy attack – Flaming Sacrifice When using her heavy attack, if Changli has four stacks of Enflamement, she consumes all stacks to cast Flaming Sacrifice which deals fusion damage. This counts as resonance skill damage. While using this, she takes 40% less damage Enflamement Changli can hold four stacks at once and gains one every time basic attack – True Sight: Conquest or basic attack – True Sight: Charge hits. She gains four stacks during her resonance liberation |
Inherent skills
Secret Strategist | When Changli uses basic attack – True Sight: Conquest or basic attack – True Sight: Charge, her fusion damage increases by 5% for each stack of Enflamement she currently holds |
Sweeping Force | When Changli uses Flaming Sacrifice (heavy attack) or Radiance of Fealty (resonance liberation), her fusion damage increases by 20%, and she ignores 15% of the target’s defense |
Skill priority
- Resonance skill > forte circuit > resonance liberation > intro skill > basic attack
What is Changli’s resonance chain?
Changli’s best sequence node is easily her third, so if you’re planning on putting it all in and pulling multiple copies of her, we suggest you aim for that one. Her fourth node is also incredibly helpful for her as a sub-DPS.
Hidden Thoughts | Resonance skill (Tripartite Flames) and heavy attack (Flaming Sacrifice) increase Changli’s damage by 10% and add resistance to interruption |
Pursuit of Desires | Enflamement increases Changli’s crit rate by 25% for eight seconds |
