Tower of Fantasy Samir
Tower of Fantasy’s Samir is the top gunslinger in the land, even among the elite Executors. However, beneath all of that, she’s a laid-back and free-spirited gal at heart, and is known to be a bit of a wildcard, especially due to her penchant for jokes and playing pranks on others.
Samir is an SSR Simulacra who wields two volt pistols called Dual EM Stars. She’s a powerful DPS who excels at both ranged and close-quarters combat, and her highly mobile moveset makes her a formidable opponent to anyone who crosses her path.
Samir is one of the SSR Simulacra currently available on all weapon banners. This means that you can pull her on the standard Weapons Galore banners using gold or black nucleus, and you also have a chance of getting her from the limited banner with red nucleus if you don’t pull the featured weapon. Samir isn’t classed as a limited Simulacra, so, luckily, it doesn’t look like she’s leaving the banners any time soon.

Samir’s Dual EM Stars is a high DPS weapon that can land a large number of hits with all attacks due to its rapid, wide-spread shots. As such, she makes for a brilliant burst DPS who deals a heap of damage over a short period of time. Dual EM Stars lacks some punch when it comes to shield breaking due to a mediocre shatter score, but the strong charge rate and high attack more than makes up for it.
Samir’s fast firing combos, powerful spinning aerial attacks, and handy AoE skills makes her an asset in close-quarters combat, capable of taking down crowds of enemies with ease. To make this even better, the more enemies there are surrounding her, the greater her damage increases. But, if you need to take a step back from the frenzied, lightning-fast action, you can also use Dual EM Stars as a ranged weapon by holding normal attack. This launches you into a constant-fire aiming mode, which is great for taking down flying enemies or spicy bosses that are a bit too dangerous to approach.
All of this makes Samir and her weapon, Dual EM Stars, a powerful choice for a DPS role, offering brilliant burst damage and flexibility.
Below, we’ve listed all the main stats for Samir’s weapon, Dual EM Stars. These are the weapon’s base stats before you level it up or equip it with any matrices.
The shatter ranking dictates how quickly Dual EM Stars can break enemy shields, whereas the charge rate shows how quickly the weapon gains charge.

- Shatter: 6.00 (B)
- Charge: 10.70 (S)
- Attack: 18
- HP: 1165
- Crit: 14
- Type: Volt – when your weapon is fully charged, your next attack paralyses targets for one second and electrifies them for six seconds, negating all buffs and dealing damage equal to 144.00% percentage of attack. Targets can’t receive any buffs for the next six seconds
Here are each of Tower of Fantasy Samir’s skills and attacks. Note that this is based on Dual EM Stars’ level one stats, and the stats and buffs increase as you level up the weapon.

The domain lasts for 3.5 seconds and deals damage equal to 42.4% of attack +67 to a target every 0.5 seconds|
You can advance Tower of Fantasy weapons by using their corresponding fusion cores, which you get by acquiring more than one copy of a character. After you’ve got yourself one copy of Samir and her Dual EM Stars, you can purchase another copy through the Commissary’s weapon store for 120 black gold. Alternatively, you can get a duplicate of Samir by pulling on the banner, but, of course, this is entirely up to RNG.
Advancing your weapons by spending fusion cores and gold unlocks special bonuses. Here are all of the bonuses you gain from unlocking each of Samir’s advancement stars.
- One star: trigger an electrical explosion on the target after landing a critical hit, dealing additional damage equal to 30% of attack to the target and nearby enemies. Cooldown is 0.2 seconds
- Two stars: increases the weapon’s base attack growth by 16%
- Three stars: increases crit rate to electrified targets by 40%. Electrical explosions extend the duration of electrified effects by 0.5 seconds, up to a maximum of five seconds
- Four stars: increases the weapon’s base attack growth by 32%
- Five stars: doubles the duration of your electro field and pulls targets into the centre of the attack
- Six stars: triggering an electrical explosion reduces skill cooldowns by one second
You also gain a special skin for Samir at three stars, as seen in the picture above.
As with all SR and SSR Simulacra, Samir has her own matrix set designed around her kit, and, as such, this is always the best choice for her if you can get hold of it. You can pull it through the standard and limited matrix banners. You also have a small chance to get it from world boss chests, or you can purchase it through the Commissary’s matrix store in exchange for base chips.
If you’ve yet to get your hands on Samir’s matrix set, the Sobek set is also a handy choice for her, as it further buffs her damage when surrounded by multiple enemies. Or, if you’re looking for something super basic to tide you over, you can go with the R-rank set standard operation, as it buffs Samir’s volt damage.
To find out more about different matrix sets and where to get them, check out our Tower of Fantasy matrices guide.

Samir best suits the main DPS role, so, when picking weapons to synergise with Dual EM Stars, their main focus should be boosting and supporting. Due to Samir’s low shatter rank, teaming her up with a strong shield breaker like King or Echo is a great idea. Pairing her with either King or Echo also provides you with the attack resonance buff, increasing your final damage.
Tower of Fantasy Nemesis’ weapon, Venus, also compliments Samir well due to its high healing and strong sub-DPS. Alternatively, you could fill the healer and utility spot with Zero’s Negating cube for heals and shields, or Cocoritter’s healing staff, with its high healing output and freeze application.
